The urban technology district where innovation, talent and city life come together

46 Valencia Tech Hub is the first Urban Technology Enclave in the Valencian Community. Its classification was definitively approved by the Consell on 27 February 2026, under the regulatory framework established by Valencian Law 14/2018 and Decree 258/2019.

Driven by the Valencia City Council and the Port Authority of Valencia, the project is consolidating La Marina and its surrounding area as a major innovation district, designed to bring together companies, talent, knowledge and investment within a single ecosystem.

A 600,000 m² district encompassing La Marina, the Juan Verdeguer area — with Las Naves and La Harinera as flagship innovation spaces — together with strategic assets in Nazaret.

València is already home to one of Southern Europe’s most dynamic technology ecosystems. 46 Valencia Tech Hub has been created to connect, strengthen and showcase that ecosystem internationally through a unique urban district where the city, the port and innovation converge.

46 Valencia Tech Hub brings together public institutions, academia, industry and the entrepreneurial ecosystem to accelerate innovation and support the growth of technology-driven projects.

It does so through:

A strategic urban district

The district covers more than 600,000 m², including over 74,000 m² of buildings and plots dedicated to entrepreneurship, technology and innovation. The City Council contributes 54% of these spaces and the Port Authority 46%, a distribution reflected in both its name and its governance model. A further 94,000 m² is planned, providing additional capacity for companies, research centres and collaborative spaces.

A strategic alliance shaping the future

46 Valencia Tech Hub is built on a strong public-private partnership that brings together the city’s leading institutions and innovation stakeholders.

Led by the Valencia City Council and the Valencia Port Authority, the initiative is supported by València’s two public universities and their respective science parks: the Universitat Politècnica de València (UPV) and the Polytechnic City of Innovation (CPI-UPV), and the Universitat de València (UV) and the University of Valencia Science Park (PCUV). As well as by the REDIT network of technology institutes, innovation centres, technology hubs and the local entrepreneurial ecosystem.

These strategic partners strengthen the connection between university research, companies and society, fostering knowledge transfer, technological innovation and the creation and growth of science- and technology-based companies.

A well-established innovation ecosystem

Companies, startups, universities, technology institutes, innovation hubs and landmark spaces such as Marina de Empresas, The Terminal Hub, BioHub VLC, Innsomnia, Las Naves and La Harinera — including València Innovation Capital’s municipal innovation centres — create a connected ecosystem that fosters collaboration and knowledge transfer.

Conditions for innovation

The district provides an environment designed to foster innovation through incentives, streamlined administrative procedures, specialised workspaces, shared laboratories, urban sandbox environments and business support services.

Eligible construction, expansion, refurbishment, rehabilitation and fit-out works carried out within the enclave for high-technology or innovation-intensive activities may qualify for a 95% rebate on the Tax on Construction, Installations and Works (ICIO). The rebate applies only to the portion of the works directly linked to these activities and is subject to the submission of supporting documentation and a favourable assessment by the Innovation Service of Valencia City Council.

A new model for urban development

Valencia is transforming its waterfront into much more than an urban development project. It is creating a district designed to attract talent, investment and technology companies seeking to scale across Europe, offering the advantages of a major innovation hub without the high costs, congestion and barriers associated with other locations.
