From València to Europe: Driving Public Innovation through GovTech4All

The city joins a European network of 32 organisations from more than 20 countries working together to advance public innovation and accelerate the digital transformation of public administrations.

Participation in the initiative will enable València to share the expertise gained through its GovTech programme while strengthening its position as a European leader in public innovation.

València Innovation Capital, the City of València’s innovation strategy, has joined the European GovTech4All project, an initiative funded by the European Commission’s Digital Europe Programme (DG CONNECT) that promotes collaboration between public administrations, businesses and innovation ecosystem stakeholders to accelerate the digital transformation of public services across Europe.

Led by the Lisbon Council, the project brings together a consortium of 32 GovTech organisations from more than 20 countries with the aim of fostering knowledge exchange, developing shared capabilities and promoting the adoption of innovative technological solutions that address real challenges faced by public administrations.

València’s inclusion in the consortium reflects recognition of the city’s track record in public innovation and, in particular, the experience gained through its GovTech programme, which focuses on identifying urban challenges and developing innovative solutions in collaboration with startups, companies and the entrepreneurial ecosystem.

The city’s official accession took place last May during the GovTech4All World Congress in Madrid, where representatives from València Innovation Capital took part in working sessions alongside the other members of the consortium.

A New Step in València’s International Positioning

Participation in GovTech4All will strengthen València’s presence within Europe’s leading public innovation networks, facilitating the exchange of methodologies, best practices and success stories with other administrations at the forefront of the public sector’s digital transformation.

The city will also contribute its expertise in areas such as open innovation, innovation procurement, GovTech ecosystem development and the testing of emerging technologies to improve public services.

Paula Llobet, Councillor for Innovation, stated: “València’s incorporation into GovTech4All is recognition of the work we are doing to make innovation a tool that serves citizens. Being part of this European network allows us to share our experience, learn from other public administrations and continue positioning València as an international benchmark in public innovation and GovTech.”

Sharing Knowledge to Deliver Better Public Services

Since joining the project, València Innovation Capital has already taken an active role in several working sessions and knowledge-sharing activities with the other consortium partners. During these meetings, the city has presented its experience in public innovation, entrepreneurship, innovation procurement and the development of technological solutions for municipal management.

This collaborative work will help identify new opportunities for international cooperation, promote joint projects and facilitate knowledge transfer between European cities and public administrations.

Next Steps

Following its integration into the consortium, València Innovation Capital will contribute to defining the third phase of GovTech4All, aimed at consolidating a European public innovation community capable of accelerating the adoption of GovTech solutions and strengthening the digital capabilities of public administrations.

With this new milestone, València continues to advance its internationalisation strategy while reinforcing its position as one of Europe’s leading cities using public innovation to improve administrative efficiency and enhance the quality of public services delivered to citizens.
