The València City Council, through València Innovation Capital, has launched a new GovTech Challenge: Remote Voting App, which aims to design and develop a secure, interoperable and scalable digital application to manage remote early voting in the electoral processes of the 58 sports federations of the Valencian Community.

This GovTech Challenge is promoted by València Innovation Capital, CONFEDECOM and the Directorate-General for Sport of the Generalitat Valenciana. It aligns with València Innovation Capital’s strategy within the Centre of Excellence in Sport, Entertainment and Health Technologies, the development of València as a smart territory, the Development Plan for the Sports Federations of the Valencian Community, and the promotion of interoperable and traceable public information systems.

The proposed solution must address the organisational complexity of electoral processes across the 58 sports federations of the Valencian Community, taking into account: Their territorial structure across the three provinces; the existence of multiple electoral groups within each federation (clubs, referees, athletes, coaches, etc.); an electoral register of almost 400,000 voters; and different electoral calendars and election types (assemblies, presidential elections, etc.).

Solution requirements

– Comply with current electoral legislation, guarantee the integrity and confidentiality of the vote, and enable remote early voting with full traceability and ease of use for all participants.

– Be interoperable with ELEDEP (Valencian Sports Federations Elections System) and with the future solution being developed through the GovTech Challenge “Single Federated Register”.

– Support robust authentication using digital certificates (Spanish eID, FNMT and ACCV certificates).

– Enable a nine-day remote early voting period.

– Provide a single online portal with personalised information for voters.

– Include election management tools for sports federations and election supervisors.

– Generate automated reports and provide visualisation of election results.

Why is this challenge being launched?

Electoral processes across sports federations are currently highly diverse, with varying levels of digitalisation. This creates significant inefficiencies that affect both the democratic participation of federation members and the administrative management of elections, leading to inefficiency, limited transparency and barriers to participation.
The challenge seeks to modernise and standardise these processes by ensuring greater traceability, accessibility and security.
