• València Innovation Capital Presents Its Contribution to the Future European Chips Act 2.0 to the European Commission

Valencia wants to take a step forward in the new European semiconductor policy. The Valencia City Council, through Valencia Innovation Capital and in collaboration with the Valencia Silicon Cluster, has submitted a response to the European Commission’s public consultation on the future European Chips Act 2.0, in which it not only calls for greater recognition of cities but also positions itself as a region capable of contributing to the development of new European tools for the semiconductor ecosystem.

The Valencian proposal is based on a central idea: cities are where many of the conditions necessary to attract and develop the technology and semiconductor industries come together. Talent, infrastructure, land, services, innovation, links between universities and businesses, and investment facilitation depend, to a large extent, on regions’ ability to create competitive ecosystems. For this reason, Valencia proposes that cities be recognized as key players in European semiconductor policy and actively participate in its implementation.

Specifically, the proposal calls for including cities as “relevant authorities” in Article 28.1 of the future regulation, linking them to the Investment Plans of the future European Semiconductor Regions of Excellence. It also calls for involving local governments in facilitating and accelerating strategic semiconductor projects.

Paula Llobet, the Councilor for Innovation at the City of Valencia, emphasized that “Europe needs its semiconductor policies to take root in the regions where innovation ecosystems are actually built. Cities play a fundamental role because they are where talent is concentrated, where universities and companies connect, and where the conditions are created for new technology projects to grow.”

Valencia Proposes a European Network of Semiconductor Cities

Among the main proposals is the creation of a European Network of Semiconductor Cities, which would complement the future European network of semiconductor regions. This network would connect cities with technology ecosystems linked to semiconductors, facilitate the sharing of knowledge and best practices, and strengthen regional cooperation around an industry considered strategic for European technological autonomy.

The proposal also calls for incorporating the urban and territorial dimension into European talent and skills policies, as well as exploring Valencia’s participation in the future Business-to-Business Semiconductor Supply Chain Platform, as provided for in Article 34.

Valencia’s most distinctive proposal is its willingness to explore a role as a pilot region, technology hub, or testing ground for the future European digital twin of the semiconductor supply chain. The initiative would connect two strategic areas for Europe: technological sovereignty related to semiconductors and the development of digital twins.

In this regard, Paula Llobet emphasized that “Valencia does not want to simply claim a role in the future European strategy, but rather to make our experience and capabilities available to Europe. That is why we are putting ourselves forward to explore a role as a pilot region or technology hub for the future digital twin of the semiconductor supply chain.”

The city has experience in developing and implementing digital twin technologies in the urban context and boasts a technological ecosystem capable of connecting government agencies, businesses, universities, and knowledge centers. Valencia’s innovation model includes tools such as the Urban Operating System and the urban sandbox to facilitate experimentation and the transfer of technological solutions in real-world environments.

It is also worth noting that the Valencian ecosystem, along with Saxony and Aquitaine, is the only one in the EU with direct representation in Brussels, given that the Valencia Silicon Cluster was admitted in July to the European alliance ALLPROS, which serves as a direct liaison with the European Commission on semiconductor matters.

“We have the opportunity to connect two strategic areas for Europe—semiconductors and digital twins—and to demonstrate from Valencia how technological innovation can help build more resilient, connected, and competitive supply chains,” Llobet added.

From a technological hub to a key player in European strategy

Valencia’s position is further bolstered by a growing technology ecosystem. The national report on tech and innovative companies ranks Valencia as Spain’s third-largest innovation hub, with 525 technology companies, more than 5,100 jobs, and over 755 million euros in revenue.

The city now seeks to bring this expertise to the major European technology initiatives and to play an active role in shaping the next generation of semiconductor policies.

Nor is this initiative starting from scratch. The Valencian industrial ecosystem has participated, through the Valencia Silicon Cluster, in the preliminary technical work related to the future European Chips Act 2.0, and on June 4, 2026, Valencia hosted during the 3rd Valencia Silicon Forum, the first institutional presentation of the European Commission’s proposal.

Through its contribution to the public consultation, Valencia aims to ensure that the future European semiconductor policy takes the local level into account, while also making its capabilities available to the European Commission as an innovation ecosystem, a hub for technological experimentation, and a connecting node between businesses, knowledge, and institutions.
