València Innovation Capital, the Valencia City Council’s innovation strategy, has opened the call for proposals for the AI Demonstrator — a program showcasing artificial intelligence solutions applied to local government—a new initiative within the GovTech framework aimed at introducing the public sector to artificial intelligence technologies already available on the market and facilitating their application to the actual needs of the administration.

The program, which will take place from September through December 2026, aims to strengthen Valencia’s B2G (business-to-government) ecosystem and lay the groundwork for a stable strategy for the adoption of artificial intelligence in government, connecting technology companies with public sector teams where their solutions are most likely to be a good fit.

Paula Llobet, the City Councilor for Innovation for the City of Valencia, noted that “artificial intelligence is opening up new possibilities for improving public services, but for these opportunities to translate into real results, we need to connect the technology with the specific needs of the government.” In this regard, she emphasized that “with the AI Demonstrator, we want to facilitate this connection by helping companies understand the public sector and, at the same time, introducing the government to solutions that are already available and can add value to its services.”

Preparing Technology for the Public Sector

Unlike a traditional accelerator program, the AI Demonstrator focuses on preparing companies to present and demonstrate their solutions to the government. To this end, the selected companies will receive specialized training and support throughout the process, covering topics such as B2G business strategy, public procurement, the design of AI use cases, scalability, and technology integration.

The program includes six in-person training modules, which will take place on November 11, 18, and 25, as well as a minimum of six hours of individualized mentoring for each participating company. The mentoring sessions will combine guidance from professionals specializing in GovTech strategy, public procurement, and technology integration with direct input from technical staff within the government.

In addition, throughout November and December, demonstrations of the solutions will be organized for the public agencies that are the best fit, so that each company can tailor its use case, message, and evidence to the specific context of the government agency it is targeting.

The program will conclude in December with a Demo Day, during which participating companies will present their progress and results to representatives from the government and the GovTech ecosystem.

Open to startups and companies from all over Spain

The call for proposals is open to startups and companies with a tax domicile in Spain that have a solution based on artificial intelligence, automation, or advanced analytics with applications in the public sector and that are prepared to demonstrate its value to the government.

Among the evaluation criteria, special consideration will be given to the public value of the solutions, taking into account the relevance and cross-cutting nature of the problem they address, the extent to which they differ from existing alternatives, and their scalability and replicability in other public administrations.

In addition, the compliance of the solutions with applicable regulations on artificial intelligence—particularly the Artificial Intelligence Regulation (EU) 2024/1689—will be reviewed, as well as the companies’ implementation capabilities and the maturity level of their solutions.

From among the applications received, 25 companies will be selected to participate in the program’s launch event, which will take place on October 27 and will feature matchmaking activities and feedback sessions with government officials, ecosystem stakeholders, suppliers, and investors. By the end of October, the 10 companies that will participate in the full program will be selected.

Participation in the program requires a commitment to attend the in-person activities scheduled in Valencia and to actively participate in the various phases of the program.

The AI Demonstrator is part of Valencia Innovation Capital’s GovTech strategy, which aims to foster collaboration between the public sector and the innovation ecosystem to identify, adapt, and implement technological solutions that help improve public services.
